The Standard of Excellence with Dr. Ronnie Dotson: October 8, 2019


As you may have heard, the Kentucky Department of Education recently released assessment results for the 2018-2019 school year along with a new rating and accountability system.

Each public school in Kentucky received a rating – from one star to five stars – based on factors such as reading and math proficiency, student growth, transition readiness, graduation rates, and education gaps among minority, low-income and special education students.

The Carter County School System is one of only two county systems in the state to achieve an overall 4-Star rating at all tested levels. As Superintendent, I am filled with pride at the hard work and dedication demonstrated by our Carter County family. It is exciting to watch as the rest of our Commonwealth now celebrates our students, teachers, administrators, and support staff, alongside a committed Board of Education, to be what we already knew – the best of the best.

The new accountability system is outlined below.

At the elementary and middle school levels, ratings are based on:
- Proficiency on reading and math K-PREP results
- Proficiency on science, social studies and writing K-PREP results
- Student growth between the year before and current year on the reading and math tests

High schools are rated using the following:
- Proficiency in reading and math on the ACT exam
- Proficiency in science and writing K-PREP tests
- Transition readiness, as proven through a variety of college or career readiness tests or certifications
- Graduation rate

The Carter County school system is committed to ensuring that all students receive a quality education that meets “The Standard of Excellence.” Our district will continue to strive to increase student achievement and meet the needs of all of our students.
